Franks career in healthcare started in Odessa Texas in 1986 at Odessa Medical Center as Director of Marketing and Development. Over the past 28 years, Frank has received national attention for his hospital turnaround success and is a former recipient of the Texas Rural Health Association person of the year award. While CEO of Graham General Hospital, Frank designed and implemented the first community based health plan in Texas allowing Graham to negotiate with managed care organizations on a level playing field. Frank holds both Bachelor and Master’s Degrees in business administration and has served in executive management in private construction and real estate industries. Frank currently serves as a board member for THA Healthshare and is on the board of the Texas Organization of Rural and Community Hospitals. His leadership allowed Faith Community Hospital to achieve early successful Meaningful Use Attestation and become the recipient of the 2011 TORCH Rural Hospital Award of Excellence.
Frank successfully engaged the Jack County Community to partner in a strategy to build a replacement hospital for the aging facility without a bond election. Frank was also recognized as Business Person of the Year in 2014 by the Jacksboro Chamber of Commerce.
Frank and his wife of 30 years Terri have 4 children ages 11-25 and a 19 month old granddaughter.
